U9 - U12 Tiered Mini Soccer Rules and Regulations

U9 - U12 Mini Soccer is based on the official FIFA Laws of the Game, which can be downloaded from this link.  Major variations from the Laws are highlighted below.

This age group introduces Tech Training Nights, which take place on alternate weeks throughout the season.  The schedule is that each team will have one week with two games, followed by one week where the evening game is replaced by a training session with PGYSA's Technical Coaches.  Teams still play every Saturday through the season.  In addition to this, every team will have one practice session a week with their own coach - these sessions usually take place on school fields throughout the city.

U9 - U10:

  • 2 games per week, or 1 game, 1 tech session (see above) plus 1 training session per week
  • Referees provided by PGYSA - no Assistant Referees used
  • Games are 7 v 7, including a designated goalkeeper.  All players are encouraged to try out as goalkeepers.
  • Two 25 minute halves, with a five minute interval
  • Size 4 ball is used
  • Variations from FIFA Laws:
    • No offside
    • No direct free-kicks
    • Defending players retreat 6m at free-kicks
    • Foul throws can be retaken
    • Substitutions are unlimited.

U11 - U12:

  • 2 games per week, or 1 game, 1 tech session (see above) plus 1 training session per week
  • Referees and Assistant Referees provided by PGYSA
  • Games are 8 v 8, including a designated goalkeeper.
  • Games played on regulation size Super 8 fields
  • Introduction of Goal Area as well as Penalty Area
  • Two 25 minute halves, with a five minute interval
  • Size 4 ball is used
  • Introduction of offside, direct free kicks and foul throw law
  • Variations from FIFA Laws:
    • Defending players retreat 6m at free-kicks.
    • Substitutions are unlimited.


Teams will be made as equal as possible, based on age and experience.

Players are given equal playing time with no child playing less than 50% of a game.

Games will end on time, even if they begin late, in order to keep the whole day's schedule from over-running.


Notes for coaches of Mini Soccer teams:

Players must wear shinguards and appropriate footwear.  Jewelry is not permitted, and must be removed.

At the end of practices and games, coaches are responsible for any equipment left on the fields (balls, cones, etc).

Players are encouraged to put garbage in the cans provided and to take all their belongings home with them.
